A Monitoring Committee is established for each programme. The Monitoring Committee of the European Funds for Infrastructure, Climate, Environment Programme 2021-2027 was established by the regulation of the Minister of Funds and Regional Policy of 25 November 2022. The Monitoring Committee is an independent consultative and advisory body supporting the Managing Authority in the process of monitoring and implementing the programme. The way it operates is defined in its rules of procedure, which are adopted during the first meeting.

Composition of the Monitoring Committee

The Monitoring Committee consists of the representatives of central and local government and social and economic partners. Representatives of the European Commission also take part in the Monitoring Committee’s work, acting as advisors. 

The Monitoring Committee of the European Funds for Infrastructure, Climate, Environment Programme 2021-2027 consists of representatives:

  • Managing Authority of the European Funds for Infrastructure, Climate, Environment Programme 2021-2027,
  • Intermediate Bodies and Implementing Authorities established in the Programme implementation system,
  • the Member State Institutions,
  • Partners referred to in Article 8 of the General Regulation of European Union.

Furthermore, representatives of other institutions and representatives of the European Commission in an advisory capacity may participate in the meetings of Monitoring Committee as observers.

Meetings of the Monitoring Committee shall be held as required but at least once a year and shall be organised in accordance with the Green Standards in Events Organization developed by the environmental organisations that are part of the Committee.

Tasks

The tasks of the Monitoring Committee are defined in the General Regulation of EU (Article 40).  

The Monitoring Committee shall approve:     

  • the methodology and criteria used to select projects under the European Funds for Infrastructure, Climate, Environment Programme 2021-2027 and amendments thereto,
  • the Managing Authority’s proposals for the revision of the European Funds for Infrastructure, Climate, Environment Programme 2021-2027,
  • the final report on the implementation of the Programme,     
  • the evaluation plan for the European Funds for Infrastructure, Climate, Environment Programme 2021-2027 and its amendments.   

Responsibilites

The Committee is responsible primarily for:

  • carrying out systematic assessments of the progress in the implementation of the programme,analysing issues which may have an impact on the implementation of the programme’s objectives,
  • carrying out consultations with regard to proposed changes to the programme and accepting such changes,
  • adopting project evaluation criteria.

Working Group 

 The Working Group on the application of the principle of not doing serious harm (“DNSH principle”) within the Monitoring Committee of the Programme European Funds for Infrastructure, Climate, Environment 2021-2027 was established by Resolution No. 9 of the FEnIKS 2021-2027 Monitoring Committee. The purpose of the group is to provide substantive support to the FEnIKS 2021-2027 MC in developing solutions for the application of the DNSH principle in the implementation of the FEnIKS programme. The Group has a consultative, opinion-forming and expert character. The Group acts as a subsidiary body established within the Monitoring Committee.
